- **Description**: A flow was not created for a service and service set, because the current number of flows for all supported services exceeded the limit configured with the 'max-flows' statement at the [edit services service-set &lt;service-set-name>] hierarchy level. The message appears once per minute and reports the number of times in the previous 60 seconds that the system noted the excessive number of flows.
