TLS 1.3 support for session resumption using PSK

TLS 1.3 supports session resumption using a pre-shared key (PSK) in SSL proxy to reduce SSL handshake overhead. Session resumption using PSK allows resuming the session with a previously established shared secret key. Session resumption shortens the handshake process and accelerates SSL transactions resulting in improved performance while maintaining appropriate level of security.
