Periodic Authorization Refresh

This feature enables the user to fetch the authorization profile configured on the TACACS+ server periodically and refresh the authorization profile stored locally on the device. User authorization will be evaluated using the refreshed authorization profile stored locally. If any change happens in the authorization profile configured on the TACACS+ server, this change is passed on to the device in the next periodic refresh.
