TACACS+ support for the dedicated management instance

This feature enhances TACACS+ behavior to support the management interface in a non-default virtual routing and forwarding (VRF) instance. Supported platforms can successfully send TACACS+ packets to the server, even with the management-instance configuration statement enabled.
