CoS for L2TP sessions

Enables session-aware CoS for IQ2 PICs. Dynamic (nonconfigured) CoS is enabled on L2TP LNS sessions or L2TP sessions with ATM VCs, as long as one configures L2TP to use an IQ2 PIC on the egress interface.
