You can apply an IEEE802.1 rewrite rule to both the inner and outer VLAN tags. You can do this by setting the vlan-tag option to outer-and-inner at the [edit class-of-service interfaces interface-name unit logical-unit-number rewrite-rules ieee-802.1 rewrite-name].
