If all queue priorities send more bandwidth than the egress interface bandwidth, higher priority queues can starve lower priority queues. To prevent this, you can apply the non-strict-priority-scheduling option at the [edit-class-of-service] hierarchy level, which balances the transmit-rate configurations across queue priorities.
