Discard Fairness

This feature adds support for Output Queue Emulation mode. To enable the feature, configure the queue-drop-fairness CLI statement under class of service. This configuration provides discard fairness in the virtual output queue (VOQ) architecture, where when multiple source ports offer traffic to a congested VOQ, the transmitted bandwidth (per source) is in proportion to arrival rates from those ports.
