Support for untagged packets on ports configured for 802.1Q flexible VLAN tagging

Previously, when you configured a port for flexible VLAN tagging, packets received on the port that matched the VLAN tagging parameters were accepted and untagged packets were dropped. Now, untagged packets are accepted on the same flexible VLAN tagged port. To accept untagged packets, include the native-vlan-id and flexible-vlan-tagging statements at the [edit interfaces interface-name] hierarchy level.
