Hold timer for LAG interfaces

We support hold time on aggregated Ethernet (ae) interfaces.

Note: To achieve a damping time of 100 ms on a fully loaded setup with active hold timers on all ports, you should configure the hold timer to approximately 120 ms, accounting for an additional 20 ms. This adjustment ensures the system meets the desired damping expectations effectively.
