PPPoE encapsulation type lockout support

Enables to configure the router to prevent (lock out) a failed or short-lived PPPoE subscriber session from reconnecting for a temporary period of time known as the lockout period. The lockout period is derived from a formula and increases exponentially based on the number of successive reconnection failures.
