Multiple DLCIs per FR interface

Extends support for multiple data-link connection identifiers (DLCIs) per Frame Relay (FR) interface for End-to-End Multilink Frame Relay Implementation Agreement (FRF.15) bundles, provided that each DLCI is part of a unique bundle.
