MPLS over dynamic GRE tunnel scaling of 32K

Devices support dynamic GRE tunnels scaling to 32K. Additionally, the previous IFL dependency is removed so rpd now creates a new tunnel composite nexthop rather than creating an IFL. The tunnel composite nexthop has encapsulation data of the dynamic tunnel with a VPN label. To enable nexthop base dynamic tunnel mode, you set the next-hop-based-tunnel statement from the [routing-options] hierarchy level. By configuring this new statement, you can switch an IFL-based tunnel to a nexthop-based dynamic tunnel. You can view output of this new statement with the following show commands: show dynamic-tunnels database, show route table inet.3 extensive, show route table inet.3, show route table bgp.l3vpn.0, and show route table bgp.l3vpn.0 extensive.
