Fast branch updates to existing point-to-multipoint LSPs

Fast branch updates, also known as fast make-before-break (FMBB), is supported by default on Devices. This feature allows changes to existing point-to-multipointLSPs by performing incremental additions the existing binary replication tree. Because the original binary tree is intact, no traffic loss is expected over the existing branches.
