You can configure the hold priority of the secondary standby label-switched path (LSP) for RSVP-Traffic Engineering (RSVP-TE). The hold priority will be used to determine if the standby non-active LSP can be preempted. This will help to bring up non-standby secondary path LSPs with higher setup priority which are not able to come-up because of bandwidth crunch.
