SRv6 locator summarisation, locator any cast, and service mapping

IS-IS can summarise and advertise locator prefixes. We also support SRv6 anycast locators and service mapping. SRv6 anycast locators identify a set of topologically near nodes to forward packets addressed to an anycast address.
