Services Offloading: End-to-end debugging in services-offload mode

For regular flow packets, end-to-end debugging functions are the same as in the non-services-offload mode; packet filter and action items are supported in this flow mode. For traffic that matches services-offload sessions, the end-to-end debugging function supports one packet copy to host CPU when the filter and the action are both affirmative in the end-to-end search results.
