BFD: BFD-triggered local repair

The device, by default, enables BFD-triggered local repair on all interfaces. With BFD-triggered local repair enabled, the Packet Forwarding Engine completes the LSP repair first, using the bypass MPLS LSP tunnel, and then informs the routing protocol process to recalculate a new route. Using local repair in this way helps achieve a faster restoration time of less than 50 ms.
