Optimized performance for DSCP and traffic-class firewall filter match conditions

The promote dscp and promote traffic-class indicators are supported in firewall filters for IPv4 and IPv6 traffic. When either are applied to a filter, the entire filter is compiled in a way that optimizes its performance for the dscp or traffic-class match condition.
