Output filter actions to set DSCP / Traffic Class and Forwarding Class on the loopback interface

Use the Set DSCP (V4), Traffic Class (V6), and forwarding-class filter actions in the output filter attached to the loopback interface to override the DSCP / TC packet fields of the packet and to manipulate local forwarding behavior.
