Policer: Shared bandwidth

This feature introduces shared bandwidth policers for aggregated Ethernet (AE) bundles. A standard policer restricts traffic at the configured rate per Packet Forwarding Engine. In the case of AE bundles spanning multiple Packet Forwarding Engines, the overall rate could exceed the configured rate. This is because the policer token bucket is programmed with the same bandwidth on all Packet Forwarding Engine instances irrespective of the number of child legs each instance carries. To overcome this situation, the shared bandwidth policer feature, when enabled, programs the policer token bucket with the weighted bandwidth (depending on the child legs per Packet Forwarding Engine).
