BGP SR-TE JET API for Policy Provisioning

This feature extends BGP APIs to support the Segment Routing-Traffic Engineering policy (SR-TE) address family. This new address family in the API can be used by controllers to install an SR-TE policy route to steer traffic to a set of SR-TE tunnels as described in the draft-ietf-idr-segment-routing-te-policy. These APIs are useful in the deployments where the controller does not have the capability to generate BGP PDUs and peer with routers. This feature adds BGP SR-TE APIs that can be used to program BGP only at the ingress router. 

Specifically, this feature adds BGP SR-TE policy address family support for following APIs: 

• All BGPRoute service APIs. The following are the route modification or route lookup APIs:
  
  • BGPRouteAdd
    
  • BGPRouteModify
  • BGPRouteUpdate
  • BGPRouteRemove
  • BGPRouteGet (only exact prefix match is supported)

• Because the newly added SR-TE address family is part of the BgpRouteMonitorEntry message, all the BGPRouteMonitor related APIs, such as BgpRouteMonitorRegister, are also supported for SR-TE.
