IS-IS: TWAMP Light: Unidirectional link delay thresholds (accelerated and periodic)

This feature enables you to configure accelerated and periodic percentage thresholds for TWAMP Light unidirectional link delay measurements in IS-IS. These thresholds determine when changes in measured link delay are reported and advertised to the routing process. The accelerated threshold triggers rapid reporting when measured delay changes exceed the configured percentage, enabling faster performance-based path-selection updates. The periodic threshold controls when delay changes are advertised during periodic checks, helping limit unnecessary routing updates and protocol churn.
