Graceful Restart: RIP

Graceful restart allows forwarding of traffic to be unaffected during a control plane failure. It maintains the routes distributed by RIP so that traffic forwarding continues without disruption. The state is reconciled from neighbors upon restart completion. A related function, called graceful restart helper mode, allows a node to assist other neighbors in the restart process.
