Enhancements to tracing DHCP operations

Trace logging is now configured by default outside the scope of the DHCP applications (DHCP relay or DHCP local server). To apply a DHCP trace configuration across all LS:RI combinations and all DHCP applications, include the traceoptions orinterface-traceoptions statement at the [edit system processes dhcp-service] hierarchy level.
