Link services operational command and event reporting

Adds support for the show services link-services cpu-usage command, which displays CPU usage for Link Services IQ (LSQ) CPUs on Adaptive Services and MultiServices PICs. In addition, two new event logs are added for bundle down and redundant LSQ switchover events.
