RPM hardware timestamps with routed VLAN interfaces

This feature introduces support for hardware timestamps for real-time performance monitoring (RPM) on routed VLAN interfaces (RVIs). RPM enables you to configure active probes to track and monitor traffic across the network and to investigate network problems. Hardware timestamps are used within RPM to improve the measurement of latency or jitter.
