Reassign IPv4 address to new subscriber

A new subscriber can be reassigned an IPv4 address that is currently assigned to an existing subscriber with the reassign-on-match option of the address-protection statement. The new subscriber request is rejected, but the existing subscriber is disconnected. The address is assigned to the new subscriber when it renegotiates the session.
