Wireless CUPS: Downlink Forwarding Queues

We support queue sets on the virtual routing and forwarding (VRF) loopback interface for each anchor Packet Forwarding Engine. The use of queue sets provides service differentiation for all mobile subscriber traffic traveling in the downlink direction. The queues are preconfigured, but can be customized with CoS commands.
