Configuring the idle timeout for L2TP tunnels without sessions

One can configure the LAC or the LNS to specify how long a tunnel without any sessions remains active. The idle timer starts when the last session on the tunnel is terminated. When the timer expires the tunnel is disconnected. This idle timeout frees up resources otherwise consumed by inactive tunnels.
