Subscriber Services: Manage subscriber bandwidth at scheduler nodes

Shaping-rate adjustments manage subscriber bandwidth at scheduler nodes to prevent overcommitment of the access bandwidth to each subscriber access client. Manages the subscriber's aggregate bandwidth so that bandwidth contention does not occur at the subscriber's residential gateway interface on the broadband service router (BSR). Without this feature, bandwidth oversubscription at the subscriber's residential gateway can degrade not only the subscriber's video service, but also other services such as voice and data.
