Support for hierarchical policer as filter action

This feature enables to have hierarchial policers as one type of filter action. Hierarchial policersrate-limit premium traffic separately from the aggregate traffic on an interface as determined by different configured rates. This feature is useful in provider edge applications using aggregate policing for general traffic and to apply a separate policerfor premium traffic on a logical or physical interface.
