Static subscriber daemon gaps for Gx/Gy

Junos OS supports for usage based billing are added using the Gy interface for static subscribers. The service-profile is added to the static-subscribers to apply services for all static subscribers at the hierarchy level [edit system services static-subscribers group group-name].
