eDB: Config synchronization backup routing engine per commit

Synchronize the ephemeral database configuration on the active Routing Engine with that on the backup Routing Engine on a per commit basis. That is, on every commit, the ephemeral database configuration will be synchronized with the backup Routing Engine.
