eDB: Config synchronization backup routing engine per session

Synchronize the ephemeral database configuration on the active Routing Engine with that on the backup Routing Engine on a per session basis. By synchronizing the ephemeral instance on a per-session basis, you can execute multiple load and commit operations and ensure that each commit operation automatically synchronizes the instance to the other Routing Engine until the instance is closed.
