eDB: Failover synchronize option with load update

This feature adds support for failover synchronization of configuration for the ephemeral database. When you configure failover synchronization, the backup Routing Engine synchronizes both its static and ephemeral configuration databases with the primary Routing Engine. Also, a load update operation is performed instead of a load override operation, which enables faster synchronization and minimum disruption.
