Interchassis redundancy support using Virtual Chassis

Enables to configure a Virtual Chassis to provide a stateful interchassis redundancy solution for applications such as broadband subscriber management, Layer 3 provider edge, and MPLS-based metro Ethernet aggregation running on the MX Series router.
