EVPN-VXLAN: Access interface: All-active (A/A) multi-homing (MH) with ESI per IFD

This feature introduces EVPN-VXLAN all-active multihoming. With the Ethernet segment identifier (ESI) configured at the physical interface (IFD) level, all provider edge (PE) routers attached to an Ethernet segment are allowed to forward traffic to and accept traffic from the Ethernet segment. As a result, you enable bidirectional load-balancing across multiple PE routers connected to the same Ethernet segment.
