EVPN-VXLAN: VLAN-aware bundle (default instance)

This feature introduces the EVPN-VXLAN VLAN-aware bundle service. A VLAN-aware bundle service supports the mapping of multiple VLAN IDs to a single (default) virtual-switch instance with multiple bridge tables, where each bridge table corresponds to a different VLAN. The VLAN-aware bundle service supports up to 4000 VLANs in the default virtual-switch instance.
