Enhanced VPN support for inactive-tunnel reporting and syslog

The methods used for debugging issues in VPN have been enhanced to improve the process in several ways. The use of CLI per-tunnel debugging, deleting the trace options configuration stanza after data collection is complete, and issuing the subsequent commit command are no longer required. Debugging can now be performed through Junos OS operational commands with the following VPN enhancements:

•  Information shown in the output of the show security ipsec inactive-tunnel command
•  System log messages
