OpenConfig: Static and local aggregate route telemetry streaming

The data model for static and local aggregate routes is compliant with OpenConfig. The node type for /network-instances/network-instance/protocols/protocol/ is defined as a list which contains user-configurable keys for the protocol name and identifier.
