Network Time Protocol (NTP) over TLS

Network Time Protocol (NTP) over TLS is provides support for NTS mechanism for NTP client-server mode as per RFC 8915 Network Time Security for the Network Time Protocol. Additionally, this feature provides the following functionalities: 

• Configuration of local-certificate for server and certificate verification options for client.
• TLS handshake, exchange and verify the x.509 certificates and establish a TLS channel between client and server.
• Protocol negotiation over TLS channel, establish keys and completion of NTS-KE protocol.
• Client and server side support for NTS secured client-server NTP communication.
