Environmental monitoring for optics

This feature extends the Junos Environment Monitoring (EM) policy to include optics temperature sensors. The optics EM policy incorporates periodically polled temperature readings into the system's automated control of fan speed behavior. The optics firmware then automatically triggers optics shutdown when the high-temperature threshold is breached.
