RFC 7606-based error handling in BGP

Use this feature to enable error handling, as defined in RFC 7606, Revised Error Handling for BGP UPDATE Messages. With this option, errors can be tolerated instead of a session reset. However, where the errors are too severe, a session reset is triggered. This minimizes the impact of a malformed update message on routing by retaining the established sessions and valid routes.
