PTP: IEEE 1588 default profile

The PTP default profile (IEEE1588) defines best TimeTransmitter algorithm options, configuration management options, and path delay mechanisms (peer delay or delay request-response). This feature includes support for distribution of phase and time in 1G and 10G speeds as well as support for default profile in IPv4 unicast mode.
