Pseudowire failover convergence in an H-VPLS network

Improved the hot-standby redundant pseudowires performance in an H-VPLS hub-and-spoke network. The hot standby option allows the network to quickly recover from a failure in the active pseudowire while reducing the amount of traffic that gets discarded during the transition.
