Enhanced persistent NAT binding support

We've increased the number of persistent NAT bindings supported. The increased persistent NAT binding support is based on the available memory and sessions. The internal host must have previously sent a packet to the external host's IP address. All requests from a specific internal IP address and port are mapped to the same reflexive transport address. Any external host can send a packet to the internal host by sending the packet to the reflexive transport address.
