Replicate mode support for PWHT All-Active Mode

We support replicate mode for pseudowire headend termination (PWHT) configurations in all-active mode. You use existing CoS interface commands to set the redundant logical tunnel (RLT) interface to replicate mode. This ensures accurate QoS in your PWHT all-active configuration.
