BFD: Damping: Exponential backoff timer

This feature enables an exponential delay mechanism for a BFD session. When enabled, the exponential timer suppresses the BFD notifications propagated to its client and protocols, thus avoiding unnecessary instability in the network. The exponential timer's suppression delays the notification until the time when BFD session becomes stable.
