Firewall filters: Transient filter

We can configure a transient firewall filter with a presumably smaller memory footprint that performs the role of an interim firewall when its parent firewall filter is being modified. This helps reduce a chance of running out of hardware resources during make-before-break (MBB) modification of a resource hungry filter.
